Purpose of the Assignment

General Objective

The objective of the review is to assess relevance, efficiency, effectiveness, monitoring and evaluation and sustainability of UNICEF’s activities and approaches in responding to Child Protection issues in the Pacific, with a view to informing current programme learning and improvement, and the design of the next phase of the Programme.


Assignment Tasks

  1. To assess the implementation of the 2012 review recommendations
  2. To identify current programme achievements and non achievements in relation to Outcomes/ Outputs
  3. To analyse programme success factors and constraints
  4. To analyse corrective measures taken or needing to be taken to address programme constraints
  5. To identify positive and negative unexpected results
  6. To assess adequacy of the M&E system and the extent to which the M&E system is generating credible information that is being used for decision making, learning and accountability purposes.
  7. To analyse to what extent cross-sectoral issues such as gender, disability and environmental concerns have been taken into account
  8. To analyse operational and managerial aspects of the programme in terms of use of resources and timeliness of implementation in relation to the planned budget and timeline
  9. To analyse the cost effectiveness of the programme
  10. To identify enduring benefits or systems in place including local ownership and capacity to sustain results
  11. To identify lessons learnt and make recommendations for the next phase.


Expected Deliverables

The Contracts will be deliverable-based.


  1. Inception Report outlining the methodology of the review – by Day 5
  2. Presentation of Preliminary Findings – by Day 29
  3. Draft Review Report – by Day 34


Qualifications of Successful Candidate


  •  Advanced University degree in social sciences or any other relevant degree


Years of relevant experience

  • At least 8 to 10 years of experience in development work or related fields
  • Demonstrated and documented experience of conducting and leading similar programme reviews
  • Experience working with multilateral (UN and/or other) and bilateral development agencies, in particular familiarity with DFAT policies and procedures an asset
  • Experience working with Governments on Child Protection Systems
  • Demonstrated understanding of child protection, particularly in a development context
  • Previous experience in the Pacific region required



  • Fluency in spoken and written English


Competencies of Successful Candidate

Demonstrable analytical skills and strong interviewing and drafting/report writing skills

Excellent coordination and team working skills
